General Introduction
The English Volunteer Center is established upon the will of the founder, sponsors and management of Quang Trung University.
English Volunteer Center (EVC) is founded as a non-profit English center performing the Corporate Social Responsibility activity (CSR activity) by Quang Trung University (QTU) which enjoys the legal status. English Volunteer Center possesses its own seal, bank account and office department.

1. The aims of English Volunteer Center:
1.a.Teaching English to the poor students and the ethnic for free as well as increasing their general knowledge.
1.b.Upgrading the ability of communicating in English for the local people in the coastal tourist city of Quy Nhon, the Southern Central provinces and the Central Highlands
1.c.Increasing the number of job opportunities for the bachelors, technicians who do not have any jobs or who do not feel satisfied with their jobs

2. Subjects of English Volunteer Center (EVC):
2a / The poor students and ethnic minority groups near Quang Trung University in particular and in Binh Dinh province in general: Students are able to learn English as well as the world culture for free at the non-profit English Volunteer Center at the planned time in order to promote the communication skills. Students’ skills are tested after each course so as to receive a Certificate for finishing the course successfully. If the students need to get any international certificates like IELTS, they will be instructed how to get them. 

2b / Enhancing the ability to communicate in English for the city communities of Quy Nhon coastal tourist city, the Southern Central provinces and the Central Highlands: Everyone from teenagers to retired people, even disabled people can register for a course at the English Volunteer Center (EVC) in the hope that Quy Nhon city will be more attractive and interesting, especially for the international visitors.

2c / Meeting the English learning demand for the employees in the South Central and Central Highlands, groups of graduates, unemployed or employed people who want to improve their English at English Volunteer Center (EVC): Students are trained to reach the IELTS levels suitable for further opportunities to get a job abroad. English Volunteer Center (EVC) provides these learners with the language competency assessments and the information about IELTS tests assessed by Bristish Council, IDP.

3. Organizational structure of Voluntary English Center:
3a / Apart from Quang Trung University, English Volunteer Center (EVC) operates independently and creates maximum conditions for the Community.
3b / English Volunteer Center (EVC) has a compact operating apparatus:

• 02 Deputy Directors 
   o Deputy Director of External Affairs: M.A. Le Thi Ngoc Quynh
   o Deputy Executive Director: M.A. Phan Nguyen Bao Quynh
• 01 Expert: B.A. Cao Chung Thuy Linh

3c / The English experts - teachers include the native speakers and Vietnamese volunteers. Quang Trung University is responsible for assessing the ability and dignity of the experts. The QTU takes care of the experts’ residence and practice, provides them with accommodation, but QTU does not have the responsibility to pay them.

4. Resources for operation of EVC:
4a / From the contribution of QTU.
4b / From sponsors who contribute voluntarily.
4c / From the tuition fees of students (except for ethnic groups and poor students). EVC still charges students appropriately to cover electricity and water costs. The small contribution of learners is also a reflection of the students' commitment to learning. Depending on the behavior and academic results of students, scholarships will be available. People with practical needs, who attended EVC courses, are able to be the benefactors and donors of EVC.

5. Educational programme of English Volunteer Center (EVC)
5a/ Educational program for the poor students, ethnic students and disabled people: the syllabuses are English World series, Family and Friends series.
5b/ Educational program for people who want to develop their English communicative skills for other purposes: the syllabuses are Speak Out series.
5c/ Educational program for the unemployed and bachelors without jobs: the syllabusesare Solutions series, Interactive series, Beyond series and New Profile series.
5.d. With reference from "Handbook of setting up, developing the learning environment and using foreign languages" including 05 books used in Primary School, Junior High School, High School, Higher Education and Intercollegiate Activities of Ministry of Education & Training approved in August 2019.

6. Operating activities of English Volunteer Center:
Getting permission to establish EVC
Preparing facilities, audio-visual equipment, computers
Preparing a team of teachers
Complete syllabuses
Performing media activities
Activities related to Registration for courses:
+ Determining the learning goals of students
+ Check the input capacity
+ Organizing classes, scheduling, teaching
Coming to EVC, students have to take some small tests in order to determine their aims and ability to learn English. Hence EVC can supply them with suitable courses.

6a/ Educational program for poor students, ethnic students and disabled people:
Content knowledge and skills: 4 essential skills (Listening – Speaking – Reading – Writing), vocabulary, grammar.
Time: 03 months per course; 02 days per week (Saturday and Sunday); 1.5 hours per day.
Lecturers:
• Vietnamese lecturers (01 day per week): get the B.A.in Teaching English as a Foreign Language level or above so they can guide students through the lessons.
• Native lecturers (01 day per week): have the required certificates (like TESOL), pass the assessments of Quang Trung University.

6b/ Educational program for people who want to develop their English communicative skills for other purposes: 
Content knowledge and skills: 4 essential skills (Listening – Speaking – Reading – Writing), vocabulary, grammar.
Time: 03 months per course; 03 days per week (Monday, Wednesday and Friday; or Tuesday, Thursday and Saturday); 1.5 hours per night.
Lecturers:
• Vietnamese lecturers (01 day per week): get the B.A.in Teaching English as a Foreign Language level or above so they can guide students through the lessons.
• Native lecturers (02 days per week): have the required certificates (like TESOL), pass the assessments of Quang Trung University.

6c/ Educational program for the unemployed and bachelors without jobs:
Content knowledge and skills: 4 essential skills (Listening – Speaking – Reading – Writing), vocabulary, grammar.
Time: 03 months per course; 03 days per week (Monday, Wednesday and Friday; or Tuesday, Thursday and Saturday); 1.5 hours per day or night.
Lecturers:
• Vietnamese lecturers (01 day per week): reach the B.A. in Teaching English as a Foreign Languagelevel or above so they can guide students through the lessons.
• Native lecturers (02 days per week): possess the required certificates (like TESOL), pass the assessments of Quang Trung University.

7. The functions and missions of each staff position:
Director:
• Ensuring the operating procedures of English Volunteer Center, external affairs; dealing with the authorities; cooperating, allying himself with other centers, partners, investors; associating with the society, press, media, and so on.
• Managing, assessing the lower managers and staff; looking through the teaching documents suitable for each course; approving the lesson plans; purchasing the brand new textbooks; recruiting new staff and lecturers.
Deputy Director of External Affairs:
• Ensuring the operating procedures of English Volunteer Center; assisting the director in recruiting native lecturers, dealing with the authorities, cooperating with other centers, partners, investors; associating with the society, press, media, and so on.

Deputy Executive Director:
• Giving assistance to the Director in managing, assessing the staff; looking through the teaching materials suitable for each course; approving the lesson plans; purchasing the brand new textbooks.
• Developing the target market and searching for target learners.
• Taking part in decorating classrooms, arranging accommodation for lecturers.
• Administering fanpage, website; organizing events and promoting to spread the reputation of English Volunteer Center.
• Ensuring the satisfaction of learners with the assessments, tests, and so on.

Expert
• Taking good care of the learners; guiding the learners to complete the application forms, attend the course successfully; making schedules for learners; checking lecturers in for wages; setting out the courses; handling the learning materials for courses.
• Introducing the courses and textbooks to learners; arranging placement tests for learners; being in charge of distributing the learning materials, information to both learners and lecturers.
• Proposing the purchase of facilities in need.
• Administering fanpage, website; organizing events and giving people in need the chance to get access to English Volunteer Center.

8. Fee
Voluntary English Center establishes its own revenue and expenditure regulations (attached appendix)

9. Promoting the image
-Setting up a bilingual website for EVC
-Setting up and running Fanpage on social networks
-Organizing joint events with fellow businesses and sponsors (scholarship awarding ceremony, Job Fair, organizing EVC's "Coming into the world with English" program
-Mobilizing sponsorship in many forms (finance, domestic and foreign scholarships, job opportunities, volunteer teacher supply)

11.a/ Initial assistance of QTU:
-QTU's Law Office helps EVC to carry out residence and practice procedures (with foreign factors).
- Free accommodation is provided (QTU Guest House).
- Not paying lecturers' salaries but a part of living expenses.
- In some cases, QTU’s full-time English teachers will take over classes temporarily for EVC
